Dorothy N. Angote & Land Reform Bill
“There is no other standard against which we can weigh the legislations apart from the Constitution,” stated Permanent Secretary, Ministry of Lands, Dorothy Angote as relates to the land bills in a meetign. She added, “Interrogate the Bills keenly and ensure that they achieve the desired land reforms objectives relating to use, management, access and the right to land.” As the Land Bill develops for passage February 2012, Dorothy is the person expected to steer the process toward the best bill possible. Career
Magistrate in 1982 determining both civil and criminal cases
From 1986 - 1988 she practiced law, as an Advocate of the High Court of Kenya, with special emphasis on civil and criminal litigation.
In 1988 appointed Legal Officer for the Kenya Commercial Bank (KCB) Group. She remained in the corporate financial world for ten (10) years.
In 1998, she set up the law firm of Nyagoha Angote & Company advocates, where she was the senior partner, specializing in commercial law matters for both local and international clients.
In May 2003, Ms Angote left the private sector, following her appointment by His Excellency the President as Registrar General of the Republic of Kenya. This appointment made her the first woman to hold the post in independent Kenya.
In June 2004, she was appointed as Permanent Secretary, Ministry of Justice and Constitutional Affairs.
In 2005, Ms Angote was awarded by His Excellency the President, the National Honour of the Chief of the Burning Spear (CBS) First Class, for distinguished and dedicated service.
in April 2008, Dorothy N. Angote (Ms) was appointed Permanent Secretary Ministry of Lands which is her current position.
Other Experience
Ms Angote has vast experience at United Nations, Commonwealth, African Union and East African Community levels, and has dealt extensively at World Bank/IMF levels. She has engaged extensively with International Development Partners in Bilateral and Multilateral Governance dialogue and on various development programmes in the governance sector. She has spearheaded and overseen major government reform programmes in the governance sector, that have been implemented in partnership with International Development Partners, the Private Sector and Civil Society Organizations. She has been the leader of Government delegations to various international and regional meetings.
Governance, Justice, Law and Order Sector Reform Programme (GJLOS)
During her tenure at the Ministry of Justice and Constitutional Affairs, Ms Angote led the Ministry reforms in the legal and justice sector through the Governance, Justice, Law and Order Sector Reform Programme (GJLOS), involving several Ministries and Government Departments. The GJLOS is aimed at reforming and strengthening sector institutions to ensure rational, responsible and transparent governance, access to justice for Kenyans, and better protection of human rights.
National Legal Aid (and Awareness) Scheme
She provided leadership in the development of a National Legal Aid (and Awareness) Scheme-aimed at institutionalizing the provision of legal aid, the Development of a National Policy and Action Plan for the Promotion and Protection on Human Rights-aimed at establishing a Comprehensive and Effective Legal Framework for Human Rights in Kenya, the establishment of the Public Complaints Standing Committee (Ombudsman) – which was a major milestone in responsive governance.
Anti-Corruption Plan (NACP)
She oversaw the Anti-Corruption Plan (NACP), which sets out the responsibilities of various stakeholders in the war against corruption, the National Anti-Corruption Campaign Steering Committee (NACCSC), and facilitating the revitalization of the Kenya Law Reform Commission into a vibrant law reform institution. During her tenure, the Ministry spearheaded the Governance Review in the African Peer Review Mechanism (APRM) process under NEPAD and facilitated the development of the Annual Anti-Corruption Sector Plans for the Executive Sector of Government. She also led the Ministry in the development of the Political Pillar contained in the Vision 2030.
Other Positions Held
Ms Angote has held various international, regional and local positions. She is a past Vice-President of the World Intellectual Property Organisation (WIPO), a UN body based in Geneva, and is currently a member of the Government Advisory Board of the International Centre for Democratic Transition (ICDT) based in Budapest, Hungary. Ms Angote was on 30 January 2009, elected a Member of the African Union Advisory Board on Corruption.
