Surveyor, Mathias Mjomba, put up beacons labelled Diaspora University as he worked on the Diaspora University Town land. The surveyor, who is also a specialist in Topographical and Physical Planning, is currently planning the topographical and physical plan with reference to the Institution Town Development Plan approved by Taita Taveta County Assembly. Benjamin Mwandaa, a Diaspora University Trustee, assisted him.

Once the land physical plan is completed the vertical buildings and horizontal infrastructure will commence. The design-build plan will have about 550 design-build contracts implemented progressively to produce: plots and basic roads; water and sewage system; paved streets and avenues, buildings of town houses, university and others; 200,000 trees; parks and fields and other productions.

The planning and production contracts take into consideration Kenya Construction right 42. Every person has the right to a clean and healthy environment.
